ADU Builder in Palmdale, CA: Local Rules, Costs and Permits

What are the ADU size, height and setback rules in Palmdale?
Palmdale's own ADU handout lists the standards the city enforces. A detached ADU can be up to 1,200 sf. An attached ADU is the higher of 850 square feet for a studio or one bedroom unit, 1,000 square feet for a unit with two or more bedrooms, or 50 percent of the square footage of an existing primary single family home. A junior accessory dwelling unit, called a JADU, is capped at 500 sf and is not allowed on multifamily lots. Height is 16 ft on a lot with an existing or proposed single family or multifamily dwelling, and 18 ft if the lot is within a half mile of transit or has a multistory multifamily building. An attached ADU may reach 25 feet or the height limit of the primary dwelling, whichever is lower. Interior side, street side and rear setbacks are 4 ft, and the front setback is the same as for primary structures. A new unit placed where an existing accessory structure stood does not need a new setback. Parking is waived for a studio, a unit with one or more bedrooms needs 1 parking space, and a garage conversion needs no replacement parking.
How long does an ADU permit take to approve in Palmdale?
Palmdale runs a two step review. The city's handout says a project starts with a zoning clearance request filed through the Accela citizen portal with ADU design plans uploaded, followed by a building permit application with engineered construction documents once the zoning clearance is approved. The handout states that after a zoning clearance application is received, deemed complete and found to meet all requirements, it may be approved in 30 days, and that after a building permit application is received, deemed complete and meeting all requirements, it may be approved within 45 days. The city's Building and Safety flow chart says applicants must have an Accela account, that plan check corrections come back until the plans are approved, and that outside approvals may include LA County Fire, LA County Health, City of Palmdale Traffic and Engineering, AVAQMD, SCE, SoCal Gas, water districts and school districts. State law sets the outer limits: written notice of completeness within 15 business days, a decision within 60 days, and ministerial review with no hearing.
What do Palmdale ADU permit and inspection fees cost?
Palmdale's FY 2026 Master Schedule of Fees, effective July 1, 2025, lists a zoning clearance at $80.00 per application and a planning construction inspection at $200.00 per inspection. Building permit fees come from Table 1-A by project valuation, starting at $46.50 for a total valuation of $700 or less and rising with each additional $1,000 of valuation. Plan checking is billed at 85 percent of the building permit fee with a minimum fee of $146, and an expedited plan check adds 50 percent of the original plan check fee. The city's handout says no impact fees are imposed on a JADU or on an ADU smaller than 750 square feet, though parks and school fees may still apply. Fees for plan review arrive by email after the city reviews the application, so the totals are not known until the plans are checked.
How much does an ADU cost in Palmdale?
L Square publishes configured prefab ADU model prices that run from $180,000 for the 600 sq ft Model 600 to $354,000 for the 1,200 sq ft Model 1200, with Models 800A and 800B at $240,000 each and Models 1000A and 1000B at $295,000 each. These are model prices, not a quote for your lot. The written proposal has to cover site preparation, sewer and water routing, electrical service capacity, foundation design for Antelope Valley soil, permits and finish selections, because two lots on the same street can carry different scopes. Palmdale's city fees sit on top of that list, and a project that pulls a parks or school fee adds a line that the state fee rules do not cover for smaller units.
Does Palmdale have pre-approved ADU plans?
The city publishes its own Standard ADU Plans on its Planning pages: Plan 1 at 608 square feet, Plan 2 at 749 square feet and Plan 3 at 1,000 and 1,106 square feet. The page says the drawings are conceptual, are offered to applicants for review and use free of charge, and do not account for individual site conditions, so an applicant still has to work with the designers to provide architectural plans, structural plans and calculations, Title 24 compliance and all required construction documents. Planning reviews the application first and the Building and Safety Division handles it second. One previously approved construction plan is listed on the same page: a one story, two bedroom, two bath ADU at 748 sf, designed and owned by the design firm listed on the plans, which applicants must contact directly, and the plans still have to be engineered for the applicant's property.
What should I check before building an ADU in Palmdale?
Three checks come before the drawings. First, zoning: the city's handout says ADUs are allowed where single family or multifamily residential uses are permitted and that JADUs are allowed only in single family residential zones, so a lot's zoning decides what you can build, and the answer for a specific address comes from the Planning Division. Second, the rules may be in motion. HCD's February 11, 2026 review letter for the City of Palmdale states that HCD found the city's Municipal Code fails to comply with State ADU Laws and that under Government Code section 66326 the city had to provide a written response no later than March 10, 2026 with a plan to amend the ordinance or adopt a resolution with findings, so confirm current standards with Planning before committing to a design. Third, the money and the paperwork: no impact fees apply to a JADU or an ADU smaller than 750 square feet, but parks and school fees may apply, and a new ADU built with a new single family home needs a separate utility connection while the city cannot require one inside an existing structure. The county also assesses new construction at fair market value under Prop 13, and ADUs may not be attached to a septic system unless the LA County Public Health Department approves it.
